White Render on Red Brick House

Would I need planning permission to completely render (in white) a detached house which is predominately red brick? The house already has an extension which the bricks are in a slighly different colour. All the houses in the neighbour hood are similar (including mine) and are built from red brick except the upper half of the front/back walls are pebbledashed. Some houses on the street have replaced the upper half pebbledash with white render.
Also, are there any issues to consider from a building regulations point of view?
