Bay Window and Constructing an Internal Window Seat

I have a bay window at ground floor level. However the wall beneath the bay does not protrude in line witb the window (i think this is sometimes referred to as a bow window). Internally there is no alcove into the bay but a straight wall with a very deep cill. Id like to remove this wall and rebuild inline with the bay frame thus enabling a window seat internall
Would building reg be needed?

any structural alteration will need planning approval, normally the window is installed on top of mdf 18mm to create a wide window board and fixed in place, to stabilise the window base, a gallows bracket is fixed to the wall, eliminating the need to alter the brickwork
