I have had planning permission for a two storey side extension which is set back from the front of the original house by 1.3 metres and runs beyond the rear of the original house by 4 metres.

The question I have is can I under permitted development build a ground floor single storey side extension attached to and in front of the two storey side extension I already have planning permission for?

This question needs to go to the planning department of your local authority. Its about the size of the footprint of your property as a whole and we can only guess which is no good to you at all.
