Landing Size for Steps into Bedroom for Building Project

We are part way through a build project. We have a 400mm drop from a large landing area (3.5 X 3.5m) into a bedroom. We would like door to open inwards to the bedroom. We will need two steps down, but what 'landing size' required? Our builders say 90cm, to allow door to fully open on to it, but I can't find anything about this on building regs in the part k on stairs (just that 400mm past door is needed, but that would be huge landing and be big encroachment into the room). - and does 2 steps even count as stairs?

Landings should be the same length as the width of the stair. Hence the builder has stated 90cm ish. The 400mm only applies to the base of the stair and not the head. However the 400mm drop with 2 steps may have a little leeway as it is not a large drop and is in a single domestic dwelling. There used to be a 600mm drop mentioned in the old part k where suitable protection is required but this is now gone.

Thanks for reply. I ended up getting building insepctor out and he was happy that a 400mm drop didn't fall under part k of regs and just wanted something 'reasonable' that wouldn't cause a hazard and he was happy with what'd I'd proposed.

Can I ask roughly what part of the country you are from? We are facing a very similar situation with converting our garage to a bedroom.
There will be approx 300m step up (2 steps) from the kitchen into the garage/new bedroom. Our Architect is insisting that we create a landing which take a chunk out of the new room. I note that Scottish part K regs indicate that anything below 600mm you don't need a landing between the door (which will swing into bedroom & away from stairs) and stairs, but there is nothing like that in the UK regs.
Any advice or info gratefully received.
