Is the "Building line" in relation to individual houses or is it a notional line along the front of houses in a road? i.e., if a house is set back from the others in a street, does the building line step back with that property, or does it follow the natural line of the rest of the houses?

No - If it exceeds the building line outward say then you will be ordered to retract your building curtilage. Sometimes there may be a rear building line and the same applies to that. The local building control; will have charts to show you exactly where your building line is. Hire a Total Station and locate exactly where the lines are charted and stake them clearly.
Sometimes it's not a straight line it maybe a dogs leg but it's not difficult to absolutely confirm where it is. Compile your findings and return them back to Building Control so that they can update their charts if necessary or confirm that you have plotted them correctly.
Enjoy
