Retrospective Deed of Variation Needed for UPVC Windows

Any advice on the issue outlined below would be much appreciated.

We bought a leasehold flat in Nov 2010, the local council are the leaseholder. We've received a letter today saying that it had been brought to the council's attention that uPVC windows had been installed in the flat without prior consent from the council and that we need to apply for a retrospective Deed of Variation. They also want us to provide the tech spec for the windows, the location and type of windows and a cop of the installing company's FENSA certificate.

The windows were installed prior to us buying the flat - I have no idea when and which company installed them.

What are our options? Are we obliged to aaply for the DoV? Is this something that shoud have been noted during the purchase of the flat?

As mentioned any adivce would be much appreciated.
