Buying a House With no Building Regulations for Rear Extension

I hope somebody can help me with this query.
I am in the process of exchanging contracts for a property I am purchasing. It has come to light that the rear extension does not have a building regulations certificate. This extension was build in 2008. I am not worried about the council asking us to demolish or alter anything as it's been over 10 years. We have taken indemnity insurance just for the sake of pulling the sale through.
My questions are:
1. If i wanted to extend by building another storey on top of the existing extension, would having no building regulations cause any problems? Woul i be required to do anything to get the planning approved?
2. In regards to home insurance, for example if there was a fire in that section of the house. Can the insurer not pay out because of the non existent regulation certificate?
3. Does not having a certificate affect the value of the property?
