Question on Games Room in Back of Garage

Hello all,
I'm looking at a house that has a long tandem garage which has been partioned off 2/3's of the way down with an insulated stud wall and external door. 2/3's of it is still the garage the other 1/3 is now a games room. The back part the games room comes of the kitchen and has a upvc window and door to the outside, a dividing wall and outside door into the garage and an internal door into the kitchen. It has lighting and electrics. All this was done many years ago.
At present the room isn't plastered and has no floor covering. My question is should this be classed as a liveable room? Can I get it plastered and put flooring down and it be classed as my dining room or second lounge?
