I am planning on building a garage in my garden, roughly 15-16m sq.

It already has a concrete slab, with double gates so is pretty much asking to be made into a garage!

One side of the garage will be against my garden party wall, and one side will be up against the side of the house, the remaining wall and roof is what i am planning on building. No alterations will be made to the house (doors through etc).

It is stated that attached garages are classed as extensions, and as such require building regs. To get around the requirement of building regs - would I need to separate the garage from the house by a fraction with another 'wall' (sheet metal or whatever i chose?), or would this be exempt from building regs as planned - butting up to the house?

Unfortunately I don't come with an answer to your question. However I face the exact same challenge.

Have you managed to make any progress since your post in September?

For various reasons (&out of principle) I really don't want to go through the hassle of building regulations for what will essentially be a tool store.

From what I've read on the planning website RE building regs, there's no mention about how 'detached' the garage has to be before it is then exempt from regs. The only caveat is that if the structure is within 2m of a boundary then predominantly non combustible materials must be used.
Unless someone can provide a better idea, I'm considering building a single skin wall almost flush with the house to sit the wall plate and joists on.
Definitely suggest you speak with building control before you proceed though. One other thing to consider is under permitted development, if the garage is within 2m of the boundary your max roof height must be 2.5m
