Regulations for Building Garage/Car Port

I've been wanting to add a silm attached garage to my house but can't really afford it. So I was hoping to replace the current 6ft fence with a 6ft block wall that runs about 10ft away from the house down the side. Would I then be able to place roof onto this to form a carport and fit gates to the front end? What would be the restrictions or any regs I would need to stick to?
