Noisy appliances on part wall

Our neighbours have moved their kitchen over to the party wall. They have put fan assisted oven,hob ans a noisy extractor on party wall which is next to our living area. The noise is horrendous as they are always cooking.
Are there any regulations governing this,ie should they have insulated prior to installation?
When our houses were built in the latr 60's the kitchens were at the opposite side of the house on the outside wall. This is where most people still have the kitchen.
