What are the Building Regulations re: sealing fire doorways?

Hi,
I am planning to seal a doorway leading from my Kitchen on the ground floor of my 3 storey townhouse which leads out onto a hallway. Off the Hallway come the stairs to the 1st floor landing and then off this are the stairs to the 2nd floor landing.
I have 3 questions I would like some advice on.
1. What are the Building Regulations re: sealing fire doorways?
2. The remaining doorway out of the Kitchen (which is currently not a fire door) leads into a Dining Room which still has a fire door leading onto the Hallway. Do I need to upgrade the Kitchen to Dining Room door to a fire door or is the existing one enough?
3. Will I need to inform my local Buildings Control Department and will I need Planning permission?
Would greatly appreciate your advice.
