conservatory floor level

Hi.
I am looking to construct a conservatory and have a question.
My current patio doors open onto a step then onto decking.
If I build a base up to current house floor level it will mean a lot of back fill and also means the conservatory will be overlooking my neighbours garden, even though it is 1m away from fence.
Is it possble for me to make the conservatory base lower than my house floor level and have a stp down into my conservatory?

Our conservatory has this but it was built years ago when the regs might have been different.

We want to replace the old conservatory with a new one that's up at house floor level but I guess planning will have to check that.

yes you can have a step down into the conservatory,but you must have
doors seperating the house from the conservatory .
If you want to keep the floor level the same as the house why not opt for
floor joists this will save back fill.
