Sadolin Stains on PVC Window Sills - How to Remove Without Scratching?

Have tried to remove sadolin stains/spots from pvc window sills with white spirit and a cream cleaner but it does not work. Any ideas how what product to use without scratching the pvc surface please?

mask off the area and put talcum powder in a heap above the stain, then cover with plastic to keep it dry and leave it for 3 days, it may work, it may not, but talc will absorb most liquids and fat stains
