Water Stain Marks Running Down Wall After Stripping With Steamer

Hello,
I am currently in the process of painting my room, But i have come across a bit of a problem.
I used to have wallpaper on my ceiling (to cover some cracks) This was removed by a steamer but left my walls with water run marks all down them.
Im now trying to decorate my room, But cannot seem to get rid of these marks.
I have tried a Stain blocker paint, which has make it better but i can still see them through it.
Does anyone have any ideas how to fix this?
