Convert external garages to teenagers sitting room

I'm looking at converting at least one of an external double garage into somewhere for my kids to "hang out". The garage already has electricty and a half glass door.
What do I need to do/get done to convert it into something that will not be damp and will not make a sofa/chair smell mouldy? It's about 15 years old and so in quite good nick really. I guess it needs a damp proof flooring and stud walls put up and ceiling over the bare joists.
Does this need planning permission? I guess not as it is not living accomodation.
