Garage into Kitchen

Hi everyone, if anyone can help me I`d be much appretiated.
What I want to know is what I have to do to convert my internal garage to a kitchen. Do I need planning permission or such like? It is a concrete floor which I inteb to raise using floor boards/joists, I also have both my gas meter and electic meter in there too, do they need to be moved first? I want to brick up where the garage door is and put a window in aswell. Many thanks.
