Joists to raise the loft floor

I want to raise my loft floor before boarding it to avoid cables and pipes.
Which type of timber should I use ? Sawn treated softwood or kiln dried sawn softwood ?
Also, what should I use to fix the new joists across the existing ones ? I thought of using angle brackets - is that the best thing, and should I fix at each intersection, or only one in 2 or 3 ?
