Living/Non Living Space?

I would like to know what exactly constitutes "living space", I wish to convert my attached garage into a music studio, not a major conversion and in whole removable if/when I move, but I would like to gain an idea of the line at which non living space becomes living so that I can make a decision as to whether I need to apply for planning or just make adjustments to what I intend to do.

whenever you convert a space into anything else other than what it was intended to be constitutes a conversion.
If your coverting the garage into a bedroom/living room etc that comes under building control,but if its only temporary use as a music studio I dont see a problem,just be aware of neighbours considerations and insulate well.

Thanks welshbrickie, the "neighbour" is the mother in law, so you can imagine what would happen if I got on her nerves! :)
