Our neighbours recently converted their attic, they did not ask us permission to carry out work on the party wall, (old terraced house with the fire party wall not built above knee level) they did not build a brick wall, just put up a wall, would they have done this to regulations? would they have had to ask us to carry out work? would have they cut in to our supporting beams to carry out the work properly? we are worried as we are thinking of converting ours, but thinking of sound proofing and safety etc? what can we do if they have not built their conversion to building regs? can we write to our council?

Give the Building Control Section at you local council a telephone call and express your concerns.
It is possible to form a fire and sound proof wall using a timber stud construction but this is not normally done. Can you see the timber studs of their wall???

If you can see the studs then I would have a concern that the wall had not been formed correctly as to get a timber stud suitably fire rated then it must have suitabler plasterboard from both sides.
Definately contact your local Building Control
