awkward newspaper

Hi everyone, I'm new on here and had better declare now that I am a serious contender for the title "world's least practical person" !
Having nothing else better to do at present I've agreed to help a friend with a house rennovation. One job is to clear out the bathroom. The floor was covered with foam backed carpet with a flimsy cotton wool type underlay. Unfortunately the previous owner put newspaper under that and this is stuck very firmly to the wooden floor boards. My first attempt was to soak it then use a scrapper. When that failed I tried soaking with wallpaper stripper, same result. At the rate I'm going I'll be at this until next Christmas.
Has anyone any useful suggestions?

derf,
If you are going to re-cover the floor just leave the paper - always makes interesting reading for future generations!
If you are aiming for a sanded floor go ahead and sand this will remove the paper layer.
