I am planning a cellar conversion but the existing stair height is less than 2m. If I leave these stairs as they are would the building inspector and building regs be satisified?

Zermatt,
Regs require 2m, but if its a loft conversion this can be 1.9m - suggest you argue (if it comes to it) that access to a basement is not materially different to access to a loft.
