Flex in insulation - is this normal?

Hi - newbie to the forum here!
We've been looking at advice on the DIY Doctor Forum for some time whilst renovating our house and have managed to find many of the answers to our queries but have now come to a sticking point which I hope someone can help us with.
We're in the process of fitting UFH and are at the stage where we have laid 100mm Kingspan on top of a 100mm concrete slab ready for the pipes. However, whilst the concrete slab below the insulation is level and relatively flat we have noticed that a few of the insulation boards rock slightly when walked across(approx 3-4mm). We are planning to use 50mm of Floscreed. Is this anything to be concerned about or are we worring too much?
