Basement Tanking: What Level of Waterproofing do I Need?

Hi there,
new to the forum so bear with me :-)
I have recently aquired a large basement below my ground floor flat and intend to convert into the space making the property split level.
The basement looks and feels very dry and with enough head height no need for excavation.
My question is in relation to what level of waterproofing i will need...
The property appears to have been externally tanked when constructed with an asphalt coating.
Is this sufficient to keep the basement dry? I would obviously slap on some waterproofing paint or something similar as well.
