Using a room above a garage as bedroom?

I have a room above my garage, fully lined, insulated and decorated. Entry is via a steep wooden stir from the garage. The garage is part of the houseThe Velux in the room is currently not a fire escape window, but I am planning to convert it if necessary.
My questions are:
Can this room be used as a livable space with access from the garage?
Can I use it as a bedroom with access to bathroom being downstairs and in main house?
Do I therefore require a fire escape window?

Any advice would be very much appreciated.

If you were to ask this question of your local BR department there will probably be all sorts of rules and regulations to be applied.
Main ones will be: is the garage ceiling at least 1/2 hour fire resistant; is the landing the same; is the door at the top of the stairs a fire door with appropriate seals with fire rated door closer; is there a safe means of escape other than the stairs; is there a fire alarm linked to one in the garage.
