First renovation and what is this under the wallpaper??!

Hi all, I’ve just started my first renovation and not really got a clue what I’m doing. I have started stripping the walls and am certain I will need it all replastering. However under the 4 layers on wallpaper there is a bobbly layer (see images) and I’m not sure what is it and if I’ll need to remove it. When heated with steamer it goes elasticy, and will very slowly peel off. My boyfriend says it’ll need removing, it I don’t want to waste my time of it can be plastered over. What do you think? The wallpaper you have found is blown vinyl which you will need to remove whether or not skim plastering is needed.
Try scraping off the vinyl as much as possible then use the steamer on the backing paper. A wallpaper piercer may make stripping easier. Don’t worry about replastering until you have exposed the wall and assessed its condition.
