External Light Fitting - Secured with Expanding Foam?

Hi,
The electrician installed our external light using expanding foam as the brick crumbled upon installation. The fitting is screwed into a piece of brick and the hole is filled and the piece of brick secured with expanding foam.

I was told to secure and fill around with with mortar / cement. I just wanted check if this was right / to seek advice as to the best way of repairing and ensuring this fitting is weather proof and lasts.
