extractor fan

do i need to put an extractor fan in a cloakroom that has no window???
Part P of the regulations states that you should have one in a WC where there is no window and the extractor fan has to have an over run too. but has no specifications on the use of an extractor fan in a cloakroon I suppose it would be a good idea.
