Creosote substitute won't soak in

I've recently purchased some timber to replace the deck of a bridge in my garden. I ordered sawn timber (not planed square edge) but the timber delivered is described as carcassing and has quite a smooth finish.
I have now treated the wood with creosote substitute (foolishly without testing it on a sample) and the brown liquid is not soaking in - Its just laying on the surface of the wood and remains wet.
At present, the wood is unusable and I either need to remove the creosote substitute or help it soak in.
Any ideas on how I can resolve this problem ?
