Lowering New Soakaway to Level With Grass

This is the picture of my soakaway lid, it is 4 foot by 4 foot with manhole cover in the middle. Would you be able to tell me if I can lower it down by 8" to 10" and put soil on the the whole top to accommodate grass? I just want the garden to be flush with grass.
