Advice Needed on Earth Floor Including Concrete Pour, Sleeper Walls and Joists

Hi folks

Hoping for some advice and guidance if possible.
Just about to start a barn conversion of sorts, the main kitchen area is currently a very very dry earth floor measuring 9 metres long by 5 metres wide.

We current plan is to have it scraped flat with an excavator, then have a pour of cement over it 5-7 cms thick.
On that there will be sleeper walls built the length of the room 5 in total spaced 1.4mtrs apart and then on those timber joists will be laid 175mm x 63mm and 2.5 mtrs long spaced every 500mm or so....
insulation will be netted between the joists and then an OSB3 floor 18mm laid on top of that...

My questions would be, does this all sound reasonable and where do we start with DPM etc? any help or advice given would be greatly appreciated.
