Wall around landing/stairway

Hello everyone and happy new year,
I'm considering having a wall put in around the landing to replace the existing wooden balustrade. The floor is concrete and there are no support/weight issues. The wall will form an L-shape around the stairway. One end of the L will butt up against an existing wall, the other end will be free-standing. The wall will be about 1.2m high. The longer length of the 'L' (which starts from the existing wall) is about 1.8m and the short length is about 0.8m.
Although there will be little or no verticle pressue on this wall, there's a likelihood of some horizonal force being applied to it (people holding onto it as they approach the stairs, leaning on it, etc). My question is: how should this wall be built in order to ensure it has no chance of toppling?
