Concrete Flooring

Hi,
Is this right, having extension built, with planning permission & under building regs. I have asked builder but says it's ok. Earth, then some rubble, 100mm approx concrete on top of that, 100mm Celetex, plastic membrain sheet over that then 20mm chipboard flooring to finish.
Should the membrain be under the concrete ?

I suggest you contact the building inspector,He had to inspect the floor before the concrete slab was laid,

Concrete is a viable alternative to traditional flooring materials that you may not have considered. Regarding to your situation, you should ask the expert because it is somehow complicated.
