Can I Drill Holes in Basement Wall for Hanging Tools?

Sounds daft. But here it is.
Have a semi detached house which is on a slope. It has a basement with door access down by the back garden.
There are two rooms divided along the length of the basement which is about half the width of the house, running the entire length.
Now.... where the brick wall is, a hole has been cut out, with a massive 4ft high concrete slab which looks to be supporting the wall which is also the neighbours, and this part is under ground.
Now, I need storage for tools etc, and wanted several boards hung on the wall to hang tools.
Now the question is..... can I drill into this wall, or would I have water come through, as it's "under ground" if not, is there another way of mounting them to this wall. Or is is best to build a small wall just before this?
