Painting Between Ground-Level and Render for House With Poured Concrete Walls

I have a house with poured concrete walls. The gap, about 30cms, between the ground and the newly rendered walls is painted black. I don't know what type of paint it is but it's matt and non-sticky. I'd like to repaint it black as it is scruffy in places and has got markings from render splashes. I'm thinking of Sandtex masonry paint. Would this be OK to use ?
