Black Mineral Coating to Internal Brickwork - 1940's

Hi all,

I am looking to replaster or reskin the internal wall of a bedroom on a 1940's ex council redbrick.

I have stripped the old wallpaper and found plaster behind, which has started to crack in places. it would be good to remove this and replaster properly, but this may be salvageable.

behind this, there is a 30mm thick black mineral, which i assumed to be thermalite blocks or old clinker blockwork, however this is then backed onto an internal red brick inner leaf, which I was not expecting!

What is this black stuff? is it necessary? the old plaster seems to stick to it OK, but has inevitably started to crack around the windows.

when i assumed this was blockwork the plan was to remove the old plaster and replaster onto this, however it does not deem all that robust now.

any information would be great to hear!
