Damp Basement and Air Brick Query

Hi all
I have a basement which can be pretty damp. I noticed that on the outside walls of the basement bay there are Airbricks about 3 bricks up from the floor. However on the inside these are nowhere to be seen, not only covered over but bricked in/bricked up.
Should I work to open up these Airbricks to allow air flow?

Hi gavskiuk.
Short answer yes but you may find they are ventilating the floor above the basement.
