No Mortar in numerous perp joints on gable end wall

Hi,
After years of landing on this forum with various questions I've googled, I've finally signed in the hope one someone can help with a question I can't figure out the reason for.
The gable end wall of my 1970's built (Wimpey) house was built 22 years ago when the house was extended and has no windows or doors. I moved in 18 months ago.
Just above 1/3 height of the wall there are 2 courses that are missing mortar from a number of perpends, 20 in total along the width of the wall and they tend to run in patterns as per these pics.
At first glance I assumed they might be weep vents, but due to the number of them and patterns I now wonder if they might be from where scaffolding has previously been installed (Boiler in loft with flu sticking out the top of this wall, and limited ladder access).
Just about to put a roof on a lean-to against this wall so now is my chance to fill these gaps with mortar, if they are indeed meant to have mortar in them, I just don't know.
