pva outside wall

I have knocked off the old rendering and wish to paint the wall ,but it is a bit dusty in the joints is it ok to pva the whole wall and then paint with sandex .Thank you.

Hi, a bit of a late reply, use a stabilising solution for exterior painting, you can buy this from any good decorating merchant, Regards.
