judging by the pictures of the decking, its dangerous a child could easily fall, through the lack of spindles in the handrail.

The quality of the workmanship is shocking, and with the report you have, I would ask for the deck to be removed and rebuilt, problem is I would not have it rebuilt using the same company that installed it.
