Trouble fixing the external frame of decking into posts - due to access constraints

Hi, this is my first post here.
I'm trying to build scaffold board decking in my garden, in a roughly 3m x 3m area previously used as a flower bed. I'm hoping to fix fence posts into excavations on the four corners and postcrete in place. I'd then fix a frame externally to the posts using coach screws.
My issue is, the flowerbed is bordered by a fence to one side and railway sleepers to the others. As such, without leaving a large gap between the existing sleepers and the decking, or having the deck raised above the sleepers, I can't see how to fix the frame into the posts as I can't get access.
Any guidance/suggestions/alternative methods would be much appreciated.
