220V ~ 50Hz two-pin Plug Black and Decker Drill Safe to use in the UK?

Hi
I've been given a very sturdy Black and Decker drill. It is a 'D208' 220V~ 50Hz French (2008) two-pin plug drill.
Tried googling this, but I'm still not 100% clear after an hour or so of reading.
Might be a silly question, but better safe than sorry, so:
1) Is it safe to use a 220V ~ 50Hz power tool in the UK? Will the tool be damaged or become a fire risk?
2) With a two-pin plug, there is no earth wire - doesn't this affect safety?
