Testing a battery and charger

I am trying to help a friend and I'm just wondering if anyone can offer a little guidance please.
The lawn edging tool that he has is only running very weakly and I'm inclined to think that it might just be the battery that is at fault. It could of course be the charger which is not outputting sufficient charge.
The battery is an 18v 2.0Ah Ni-CD and the charger is a Bosch AL60DV 2411 7.2 -24v
I have a multimeter and I'm wondering how I go about using this to check both units. If anyone could guide me through the procedure I will be most grateful. Thank you.
