Electric Velux Windows for out of Reach Location in Loft?

I'm looking a putting some Velux or other make windows into my loft. The only problem is they will be out of reach and as blinds will be needed, would I be best buying electric windows so that I can have electrically operated blinds or are solar powered blinds are any good?
