Can I Use This Space in Party Wall in End of Terrance House

End of terrace house has a party wall with neighbor. Neighbour's roof extends onto our roof as in the picture. I wonder if we could use the space illustrated by the red block in the picture? Structurewise, is it feasible? Many thanks in advance.
