Loft Conversion Staircase Regulations for Scotland

Hi,
Looking to convert the attic in a 1940s cut and pitch attic.
I have a cupboard space that might be useable as (part of) the staircase.
The height to the loft space is 2.5m.
The width of the cupboard is 1m
The length of the existing cupboard is 1.35m.
My understanding is that in Scotland to comply with building regulations the angle of the staircase should be no more than 42 degrees. This being so, my basic trigonometry tells me that the height should more or less be the same as the length and that 1.35m would be insufficient. Am I right in thinking this?
If so, what are the possible solutions?
Would I have to take up some of the space (perhaps a metre) in the adjacent bedroom or is it possible to have the attic staircase turn in some way to overcome this?
