Strengthening Joists to use Loft for Storage

Hi,
I am looking to strenghten the joists to use the loft for storage. Currently there is only 3 x 2 and i was hopefully going to place a 4 x 2 length on top using glue and nails to increase the depth and the structural strength.
The issue being that there is also a joist running on top of the 3 x 2 joists and perpendicular to these. There are 2 of these. Hopefully my drawings add a little bit of clarity to my poor description.
Has anyone any information on how to get around these? could i remove them while i am placing the new 4 x 2 on the joists and then replace them over the new joist height?
