Fee to the Freeholder for Velux Window Conversion?

We own the lease of a 1st floor flat. The lease includes in the plan and in writing the loft space above, we own the loft. We are planning to do a VELUX loft conversion whereby the loft space is habitable and not just for storage. We have spoken with the freeholder who doesn't have an issue with the proposal but he is suggesting a fee needs to be calculated in order for them to grant consent. We have had advice from a qualified architect that the changes we need to make does not constitute structural change to the building, and we don't understand what basis any fee/payment would be made on. The management agent is currently looking into it. Does anybody have any idea on what basis a Fee could be charged and if so, how it would be calculated?TIA
