Insulating a loft that has been lined with plywood

I have just bought a 1930s house which has a new roof which is less than 5 years old.
The loft has plywood screwed to the Inside of the rafters with no insulation between the plywood sheets and the black membrane.
This must help insulate I guess but my question is should I take them off or are they ok to leave,as I have never seen this before.
My intention is to lay another layer of the rolled insulation on the floor but not sure why plywood was screwed (5mm) to the inside of loft to the rafters
