Dry hip and ridge system

We had a roof repair recently but there was no mortar bed or pointing on the hips and ridge (photo attached). I looked up dry hip and ridge but could not see any examples of the system being used on a slate roof. Can anybody determine if the attached photo is a dry installation or is it just a shoddy job by cowboys? Thanks in advanced.
